While large ccTLDs (like .uk and .de) can afford to offer .com prices, smaller ones can't. If you're a small ccTLD registry serving a small higher than those of a large registry serving millions of people. And while many small-country registries now operate an open policy (i.e., they will accept registrations from anywhere) most see their role as one of serving their own community and don't actually want to market themselves as pretend-GTLDs.
