Hello,
I was wondering, if I were to get a VPS would it come installed with apache, php, mysql, etc. And also when new versions come out of these programs how hard is it to upgrade/install? Thanks for helping me out.

Hi,
It would depend on the VPS you purchased.. Most common seem to be Virtuozzo and UML
Virtuozzo (w/cpanel)
If you got a Virtuozzo VPS with cPanel/WHM - apache, mysql, php would all be installed and relatively easy to update (GUI and SSH)
UML (no panel)
I'm not very familiar with UML - But I think you (or your provider)would have to manually install the software (PHP, MySQL etc) and manually update it when needed. (using ssh)
Regards,

VPSColo uses UML and it comes with CPanel.

Yep.
Other panels can be used as well, such as webmin, direct admin, plesk etc. (on Virtuozzo, UML etc)

Still you must update software yourself, in most cases.
I don't know how cPanel/WHM can do this via GUI, but the easiest way (for me at least) is old good ssh. I'm doing this all the time at my PowerVPS Plesk-based account (although their support can do this for me).

Things like kernel upgrades still need to be done in SSH.. but WHM lets you upgrade/change php versions, mysql versions etc. install rpms, update software etc.
