I know all this technology (except Cold Fusion), and will advise you to do cross platform development. For example if you'll develop it in perl it will more cross platform then in ASP, also I'd advice you to use Python, it's best language for scripting, and if you'll use it you'll have maintainable code.
If you wish, you can contact me to do programming work. I have a team of good programmers here.

With PHP4 (or PHP3 plus PHPLIB) and an SSL connection you could do a TRUE cross platform CP for ANY server. Behind the scenes you could use anything you like. Also, don't forget to offer the ability to enable client DNS changes. Big thing to offer (though it can be a pain at times. hehe.). I'd be more than happy to help just let me know what you need.
PHP3 & 4
Perl
SQL
ASP (to an extent)
and a butt load of other langs. that don't fit this project. hehe.

I personally think that it will be little expensive, if using MS SQL and ASP. It was possible to use other more cross platform solution.

The problem is that we have only one NT machine and we do not have much funds to build it...
