That is too broad of a question to be answered =/

Many many many laws depending on your location. Taxes are most certainly invloved...you didn't think you could make moeny without the governement getting some did you?

To the best of my knowedge, there are no specific law regulations on opening a hosting account, other than the regular TOS (no illegal content, etc).

As for taxes, some hosts charge it... some hosts charge the customers in their home state... and others don't do it at all.

The most important things are liability and AUP violations but also CPU usage and things like that. However, you need a lawyer to write it for you or rewrite the terms of a very large company if you can`t afford a lawyer. Do never rewrite the terms of a small company. And don`t just copy it because you might violate their copyright.

The best thing you can do is speak to a lawer and an accountant to get some professional advice. This may be quite expensive, but it'll save an awful lot of time and hassle in the future.

I might be missing something, but from what he is saying, I think that he want to buy hosting and not sell it.

Well it is in the running a webhosting business section, so I assume it is related to opening a business.
