Is there any good freeware/shareware Web design software for Windows out there? (Not Web-based software like Psoft SiteStudio, but something that runs on the client's computer like Dreamweaver or FrontPage.) My search of Download.com and Hotfiles.com didn't turn up much.

Thanks Greg, that's a start.
I'm looking for something for newbie-to-the-Web-type people, so HTML editors might not work.
I saw something last week that came in both a freeware and an enhanced shareware version and I've gone through my browser history and can't find it for the life of me. Sound familiar to anyone?

I know NetObjects Fusion has a 'freeware' cutdown version, though I haven't checked if it's available as a download from their site. I do know it writes nasty code though :)

Under Windows, I personally use HTML-Kit, which is available at:
chami.com (http://www.chami.com)
It's free and easy (for me). Since I think you're looking for something a complete newbie might feel at home with, take a peek at these from sausage:

If PageWiz and Junior don't fit the bill, then crayons are your only recourse.

The demo version of Fusion MX from NetObjects is available to be downloaded from their site. As a demo version you will only want to download it to try it out for yourself to see if it is suitable.
In regards to writing nasty code I have used it to set up an intranet site and it is much nicer to use than Frontpage and much less intimidating than Dreamweaver for newer people.
You might be able to find a copy for sale on Ebay if you want to save a few bucks.

Well as for the notepad, well only seasoned designers would fathom that idea. I use ultra dev4 myself.........but I do know for a fact that you can you microsoft word if it is installed. But I wouldnt suggest NOT using it as a main HTML editor, writes too much useless code.

HTML-Kit (chami.com) is free and it has a built in utility to strip out the bloat from Word HTML files, just in case anyone needed that for a project. I happen to have someone that I'll be using that methodology for this very morning. Their site was set up with FrontPage98 and they do not have FrontPage.. so I pull down a copy of the site and edit in their Word2000 and strip with HTML-kit and upload again. No need to buy any software on their part to get the job done.

CoffeeCup Software comes to mind as a freebie.
Personally I use and love NetObjects FusionMX and it does not write 'nasty' code. Perhaps earlier versions did.
