WHT is a good place for that, just go down to the "For Hire" section of WHT and see if there's anyone there that will meet your requirements.

They do. Check Java forums with complains from the people who designed one or another Java framework used by millions. These programmers, with unparalleled skills and experience, are competing now with $5.00 - $10.00 per hour "so called Java" programmers from India. Check this forum - with idiotic requirements.

Industry are changed and not in the correct direction (thanks to people in government).
