I am currently a Windows hosting company and looking for billing system. I do know that some of the control panels are offering billing solutions inside their product but I am looking for something that will allow me managing it separately.
So dose anyone have some advice and suggestions for windows hosting billing systems?

I don't know if it works with windoes to (We use Linux) but whmautopilot and Lpanel are good for billing and set ups

Are u looking for a automated billing system for windows that sets up account automatically, or just a billing system where clients add there details and you verify there info and setup there account manually?

It will be enough for me to have a manually system. I want to track my customer package and know when to bill him. I need to know how much money will go to my bank in a month.

PHPCoin is just awful, avoid it. I personally recommend ClientExec.

But I am looking for a solutions that works in asp or aspx. You all give me a solutions that works in mysql and php.
Is there anything that works with MS SQL? I do need something that was pland to use on Windows system.

You won't find very many billing solutions made for a Window's platform aside from what is already intergrated into a couple control panels, such as Helm and Hosting Controller.
One you might want to look into though is http://www.digitalpoint.com/products/isp/
I've never tried it so I can't offer any advice on whether or not to use the product.
