2)My dad wants to start a mailing lists for boat owners who share his interests. He really doesn't have a whole lot of need for web space, etc., so the mailing list is his main interest.

Because the e-mails are sent out on VFR (radio), they must be less than 5kb in size, plain text only, and no attachments.

Which control panel software will allow me to set up a mailing list with these paramaters? I've had some experience with CPanel3, and it was okay...but I'm open to anything that will give a wide range of administration tools.

Also, any suggestions on which hosts might provideaccess to these control panels at a reasonable cost would be greatly appreciated.

MailMan, part of CPanel, should be fine for this. I think it also has an option to limit the size of messages, although I would need to double check that.

Yeah, I've seen where Cpanel allows you to set the size, but I'm not positive about attachments & mail format. I'm thinking that all mailing lists are plain text only by default, but I'm not really experienced with administering the lists.
