What exactly do you mean? Tax IDs are given out by the state, for your records and submitting sales tax, If your a non-resident of the states you cannot charge them sales tax over a internet sale unless they reside in a state where you operate business. There really is no cheapest way imo unless you get a lawyer that charges outragious amounts, or any lawyer for that fact.

Well you can set up a Taxpayer ID number. But if you did want to possibly become a corporation - which would probably be better - you would need to incorporate

EIN is for companies. It seems you are talking about individuals. If so you should get ITIN (SSN Equivalent for Non Resident Aliens)

http://www.irs.gov/individuals/article/0,,id=96287,00.html

What is an ITIN?
An Individual Taxpayer Identification Number (ITIN) is a tax processing number issued by the Internal Revenue Service....

IRS issues ITINs to individuals who are required to have a U.S. taxpayer identification number but who do not have, and are not eligible to obtain a Social Security Number (SSN) from the Social Security Administration (SSA).

ITINs are issued regardless of immigration status because both resident and nonresident aliens may have U.S. tax return and payment responsibilities under the Internal Revenue Code.

Individuals must have a filing requirement and file a valid federal income tax return to receive an ITIN, unless they meet an exception.

You will get EIN in about 2 weeks, but you have to have company or some sort of business/organization registered in US. You can apply even with fax.

ITIN takes about 2 months. You have to submit a W-7 form along with some local official ID card and your passport, translated in English and notarized in a US embassy.
