I have just signed up with Opensrs.com.
They charge 10 dollars per year for .com's.

I also looked at Bulkregister.com.

It really depends on the quantity of domains you want to register. Both of these offer automated systems, as do Enom.com (who charge $6.95).

If you just need to register a few domains at a time you would be better just using a cheap registrar and buying them as you need them.

Have a look at domainbank.com. they are new (i believe) but have I think the best prices out there. Also do a search on http://www.recellar.com
