I don't see how you can setup such a service. You'd need to be the ICANN assigned registrar for a ccTLD, something which doesn't happen everyday.

Yes you are totally right Knogle. Also there is high fee associated to that for the application to be reviewed.

You are getting mixed up between GTLDs and ccTLDs. You can't just go to ICANN and pay a fee and apply for a ccTLD. The ccTLDs belong to their respective countries and have done since the Internet was invented.

I'm afraid you've left it at least ten years too late for the country code CCTLDs - they were all allocated in the 1990s if not before.

For general information about the whole process have a look at www.icann.org and www.iana.org.

find a country which is welling to give away their ccTLD and you run it for them from http://www.iana.org/cctld/cctld-whois.htm and you can run it easily.

for gTLD its way way waaaaaaaaaay huge process for someone who is asking here so just forget about it :D , it costs $50,000 just to submit an application (non refundable fee if they dont accept your gTLD)

Go dump a large amount of sand on a specific place in the sea (international waters), then build something in it and try to get it recognized as a country.
After you've done so get a satellite link to the internet (you need to have internet there in order to have a ccTLD assigned).
Then submit your application to IANA and have your own ccTLD.

(To those who didn't notice it, this is a joke)

Or you could also go to some undeveloped country and offer the current registrar a nice amount of cash (we are talking about millions) in order to be able to manage their ccTLD, I know that Ecuador was thinking about selling their ccTLD to be used as ".ec ommerce" It did also happened with the .la ccTLD, which is sold as the "LA TLD (Los Angeles)" but was originally intended to represent the country of Laos. .cc was Cocos Islands.

It's the country code for place called Tokelau - as simple as that.

Not enough people in Tokelau using the Internet, so they thought they'd sell off their spare domains world-wide ("It worked for .tv, it worked for .ws, why can't it work for us?")

Some countries are blessed with TLDs that mean something (like .to. or .it) or that can be made to mean somthing with a bit of imagination - like .ws. Some countries aren't so luck. Tokelau is clearly in the second category.
