I'm looking for the simplest cPanel skin out there. Only thing I could see this type of user wanting to access would be mail along with site statistics.

for cPanel? If you mean simple in terms of a nice and professional, yet sleek and simple design, the default is cPanel X. Ther are others ones as well, how simple do you want it?

You could edit an existing cpanel skin for the client and make it as basic as you want.

Basically I'm looking for a skin that doesn't have FTP, cron jobs, mysql, etc. That's just too much for some users.

By the way, this won't be used for online hosting customers, rather local customers of mine.

I'm not sure about the "doesn't have FTP, cron jobs, mysql, etc." but RVskin seems pretty easy to use. Especially with the appealing icons :).

To elaborate on rvSkin, you have complete control on which functions "icons" each user receives (by user, package level, etc.). In addition, it comes with several skins (coming out with a skin editor soon) and also comes with multiple languages.

Main >> Packages >> Feature Manager

In WHM this will allow you to setup custom features for packages you setup.
