I spoke with Matt S last summer and he stated that they were a) grandfathered in and b) had a special arrangement due to the software sales volume. Unless it has changed I don't think Matt is with eNom any longer so who knows but when I approached him with a "newcomer" getting in on the $7.95/software sales action he told me no.
