Is a problem being non american and having to work with some USA based Internet businesses.
Me and several friends have noted that Dotster is no longer
accepting certain peruvian cards both Visa and Mastercard, whatta
problem!
After being trusting them for years we are being forced to leave,
I only hope that the transfer procedure be fast enough!
I have just written to them and will let you know their response.

Does not suprise me, several registrars have followed the same path.

Your right D, it's only a matter of time. Never ceases to amaze me the stupidity of scammers. Two weeks ago I had a stud sign-up for a new account, load a modest $100, and register two domains. I went into my logs and noticed the IP from IRAN didn't match the physical address of Michigan. Did a reverse lookup on the address, called the home owners and they said that their bank had just called them about it.
No surprise that the account was created on a Friday afternoon. Just for fun I didn't contact eNom because I wanted to see what they were going to do with the two names. Guess what, they are running a hosting business from it. -Stop- What kind of an idiot registers their business domain name with a stolen credit card?

I would imagine Kids
Probably looking to build a legit looking business to draw in unsuspecting people into using their credit cards on their site. That of course would start the whole process over now that they would have fresh credit card numbers.

Yeah, using the "there's a sucker born every minute" idea.
(BTW, PT Barnum didn't say that. ;) )
It's fortunate there are forums like these and guys like you 2 that
allow us non-US domain owners to know what registrars or
resellers to consider if we've been denied by another.
