If a reseller account wants to have offsite backups, but they aren't given SSH access or rsync, what can they do in terms of backups?

Basically, someone on a reseller account want to have offsite backups. WHM doesn't give any tool to download a backup of all their accounts in that WHM account.

Getting into every cpanel account and downloading a backup is too much work obviously, so that's not an option.

You can backup there account if you log in to all the accoutns and click 'Backup' and 'Full' specify the FTP location on the remote server

Simple . Write a custom cPanel Backup script.
