i would like to launch a site with 2 main services.

-post ads about missing people
-post ads looking for old family and friends who have been separated due to immigration

maybe a search to look through for names, family names, city of origin in mother land, country to which user has immigrated to.

also possibly let people have simple profiles and a description of who are they looking for

its inteded for my home country from which many many people have immigrated to every single spot on this globe and i always come across people on the net trying to find other people

so

i want to know how complex is this to make in terms of programming??

any chance i can do it myself since i know a little PHP? maybe i can learn while doing it?

other wise... how much would it cost to have somebody do it?

can u plz put an offer if u r a programmer?
