How can i find info about rack servers?
Cnet? ...
I have a look around it. It's look too complex to me?

Depending on your money situation and customer base, I might recommend skipping the dual 1 ghz processor and going with another gig of Ram and larger hard drive (if possible). Dual CPU's are great if you have alot of processing going on but from your post above I think it may be overkill in this instance and the money can be spent on something more important.
As for the Tape drive, depending on where you decide to colo, you may also want to skip this as most colo companies have back-up solutions available for a monthly fee, keep in mind you will probably have to pay them some sort of fee for switching the tapes daily and storing them off site anyways even if you run your own.
In your message you stated you are a newbie to this, unless are a fairly comfortable with running your own server and know your way around I would definitely choose a managed solution.
Keep in mind you missed an important piece of software in your list above and that is a Control Panel. This is not needed, but if you plan to serve customers as well it will definitely make your life and job alot easier.
For your last question I am not 100% sure what type of info on rack servers you are looking for if you can be a little more specific we can point you in the right direction.
