I know that huge companies can get huge discounts and offer cpanel at 20$ a month/server, but how is a 'regular' host supposed to be able to do this?

Usually you can decide what control panel you want when buying a dedicated server.

BTW, that cpanel cost comes out $30 USD/monthly; Thats not much.

Few months ago Cpanel discounted their annual license up to 30% or 35% ( not quite sure which one). That was a good deal.

Most Cpanel vendors would give you discounts if you were to get additional licences from them.
