1- issue no for prepaid cards
2- script for customers to register and fund there accouts thru prepaid card

do any one have any idea ?

You will need to get an issuing bank to hold the money. And then you would need to build your own script pretty much because if you are allowing others to use this system, they will need to be directed over to your secure website unless you are creating an API as well.

I want to make prepaid cards that people can buy it from any shop in my country
customer will buy the cards which has a secret number
customer will login to his account
customer will enter the secret n# that on the card to fund his account
the script should check if the n# is correct
if correct it will add the value of the card to his account

I'll sell the cards or let's call it "Coupons"
this "Coupons" will be used to fund the consumers account
every kind of Coupons have value e.g
Coupon 10$
Coupon 50$
Coupon 100$
Coupon 200$

Any good billing system will let you use coupons, even whois.cart will!! It can generate the numbers / codes for you. All you need to do is think up an imaginative way to print them................

as I said in my country peopole did not use credit cards and rarlly use on the web so I need a system help me to sell online without using CC

because I am sure that they use a commerceal software they did not develope the system by them self

I still don't get what you mean if neither of the previous suggestions work for you. Also your going to have a major job distributing these things unless you have an exsisting network.

Back to the coupon idea what can you not assign a coupon in your billing system to be worth $50 and that it can be used an infinate amount make the code a number then get a card printing service to print this number embossed credit card style and then distribute these.
If the user types this number into your billing system they will recieve the specific amount of credit. Although actually you may need to create unique codes so that it can't be abused. So it's looking like you need to custom write your billing software if you chose this route think up an algorithum to work out if a card number is valid or not but this seems lots of hassle.

Otherwise just except cheques / postal orders / bank transfers.

I know it's a hard job but I have many relationship that will help me in this point

why i am planining to do this project is
there r many website and services in my country issuing copuns so
to pay for ISP u shuld buy copun
to pay for phone u should buy anoter one for mobile ........ so each service has it owns copuns that will be used in teir websites

so I want to make a payment system so the customer will buy one copun and this can be used to pay to any service
by the way all of this service use the same software as i said
the same forms and the same pages exept the logo and sitename

yes right 100% and I think there are existed software do this
if not may be one of those website ask a company to do it for them and this company sell it for all of them
