What do you mean when you say 10 control panels?

I can provide 10 IP's and 10 Control Panels - control panels allow you to manage mail, site statics, etc

Well I understand what a control panel is, my question is are you going to isntall 10 different copies of CPanel? One for each IP? Or what?

you get one Control Panel per IP address -- so the answer is Yes
