1) Am I understanding 'Mailing Lists' correctly? I'm looking for something similar to a listserv, as opposed to a mass-mailing list.

2)My dad wants to start a mailing lists for boat owners who share his interests. I'm looking into adding his domain to my account through my hosting company, but have a few questions that I hope some of you can answer.

I've had experience with CPanel, so I'd like to use that (or something similar) that has good tools for administration of all aspects of the account.

As e-mails are sent via High Frequency radio, messages must be in text, with no attachments, and less than 5kb each. Will mailing list administration software allow me (or him) to establish these paramaters?

Is there another option (aside from a complete web host) to host a mailing list that he can point his domain to, or is web hosting about as good a choice as any other options?

Well you can setup a list for free at Yahoo! . I subsribe to a number of lists there and it is decent. However there are ads :(

Well, the problem's that due to the fact that the e-mail messages are sent through VFR, the messages must be in plain text (no html), and less than 5kb in size.

No web, no newsgroups, etc...just plain text.

Yes, Mailing Lists would be like listservs.
