On running easyapache and others, I get 404 errors when trying to reach httpupdate.cpanel.net...

Is cpanel broken, or is cpanel broken?

I beleive this is an issue with Stable updates. Try upgrading to the latest Release.

What errors are you getting? There's a CPanel directory that you can remove and then run upcp again, which will fix the problem... if its the one I'm thinking of. Paste your error here & if it's the same one that I had, I'll go looking for the solution that I had.

Try this:

rm /var/cpanel/version/9.9.9.1
/scripts/upcp --force

If that doesn't work, paste the output of "ls -l /var/cpanel/version/9*" here.

From the look of things, you must have gotten this figured out. The best policy I have found for this is just wait. The cpanel servers can get flappy at times, just part of the fun update cycle that is cpanel/WHM :)

Most of the time when httpupdate fails, it's looking for the wrong files, or the files are actually there but your server is going crazy :D Removing certain CPanel files & re-running upcp will fix those errors, if they are in fact caused by a corrupted or incorrect file.

on our daily /scripts/upcp cronjob, spamassassin and gd are being updated daily due to failed install errors.

for gd, we have contacted boutell.com to ask if our ip is blocked by their server and it's not. our dc says it doesn't seem to be due to their network. they are now trying to resolve the issue.

we're still looking at the spamassassin problem. these problems only started a few days ago.

i'm more inclined to think this is a cpanel problem.
