try, linksmanager.com and powerlinks.com, powerlinks.com gives approx 1000 links in 2-3 days with filters to filter out links you dont want, and linksmanager.com is overall management for link trading within their site and outside.

thats not 100% true, all linksmanager does is helps you get organized and checks that your sites are still linking back, and after approx 1 1/2 months i have pagerank 3/10 from 0/10

Well, after approximately 1 1/2 monthes you can get PR5 or PR6 if done well and without that linksmanagers:))

PR not issue here, as I stated I need a person who will find and exchange links with RELEVANT sites.

good luck finding someone. it is definitely a painful process to do it manually but i too find it to work out better than the automated managers.

What are your fees for seo? I do it myself but sometimes I have too much to do. Mainly my own sites.

phpdevrus, please PM me for future discussion about SEO and fees, it seems that is my 5th post and I can get PM messages.

Yea, it really works MUCH better when done manually, so try not to use any automate managers or tools.
