I have been hunting around for a re-seller account which would let me sell reseller accounts but to hardly any avail, i dont really want the hassle of managing my own server. Do these accounts actually exist?

The latest Plesk release offers this feature. It is really handy and I am thinking of implementing it for my customers. You need to find a host with Plesk 7.5.1 installed. Try the hostquote feature of WHT.

Or you could get a VPS which cost more than a reseller account but less than a dedicated server and usually has more mnagement than your standard dedicated server.

Look for a managed server... I know the company I am with supplies fully managed semi-dedicated and dedicated servers...

What is Plesk?
I'm also looking for a hosting provider. I'm just in the research stages. I'm an ISP and do not want to run my own servers anymore. Ideally I need a server that I can add multilple domains, handles email via pop and webmail, and most importantly I do not want to have to worry about the server. I want the hosting provider to do backups and re-install if needed.

Lots of companies allow you to resell their plans, but the reseller plans would be on different servers. You probably would want to steer clear of anyone that let you create your own reseller accounts on the same server. (there WERE a few of those cropping up, but I think they all went under quickly, for good reason)
Try contacting a number of the higher end resellers and see what their sales department says about reselling their reseller accounts. Just because it isn't mentioned on the site doesn't mean they aren't willing to work with you. :)

Try looking at www.httpme.com
They offer a 20% discount on resold reseller accounts, and their support is fantastic. Very fast, and very good. They also have a huge forum where you can communicate with other resellers, get help, etc..
