if i go over 20 mbit . what will happen ?

Meaning that you could burst to 100 for 36 hours without being billed overages essentially. It takes a sample of your traffic every five minutes and then discards the top 5% of those samplings so that you only pay for your average use..

Are you guys Newsgroup server friendly? I.E. can I host a Newgroup server with all groups?

As long as it's legal it's ok. If we get a complaint on it, then we will notifiy you in order to have you rectify it. We do not restrict what you can and cannot host otherwise..
