Yes it is low. It is so low right now because we need customers to build our portfolio better. I am actually the one offering as I have just gotten the job their and I need to build my portfolio. I Can do everything but Flash(I do Swish though lol). I do professional and personal sites too. If you help me I'll help you is how I operate!

Maybe this offer will be re-opened later on too for a bit more money, but this is the only time we will be this low.
