Does cPanel automatically setup the FTP access for a user?

When you create a new account, it will set up the main FTP account with the same username and password as the hosting account.

Ok, just double checking cause I never used cpanel admin, i only used reseller and im geting a dedicated server. BTW I am not a ssh newb, I've been setting up game servers, ftp servers, etc... on dedicated servers for a few years now. Just I didn't know if the sysadmin had to set up ftp account manually, thats all.
