99.9% of the time you are able to make your own design without following the templates your host provides, and then upload it to the server.

Popular software are:
Microsoft Frontpage & Macromedia Dreamweaver

monstertemplates.com has beautiful templates. Haven't used their services yet but have seen the templates. Gorgeous! They are partnered with APlus.net as a webhost but I would refuse that. Had a bad experience with them wasting my time and lying to me.

A word from my past experience from monstertemplate: make sure you check the accutal size preview (if available), because even though they appear big in the *smaller framed* preview window, remember that most people will be viewing it in full screen.... and the sites look a lot smaller

What kind of design do you want? I can design quality templates for you with my FrontPage and Photodraw and lots of talent. PM me.
