I've seen a few NetSol domains that expired over one year ago which haven't been 'deleted' and made available for re-registration.
Anybody advise:
- Is this legal?
- Is there anything that can be done about it.
- Are any other registrars as piggish as NetSol?
I suspect
- Yes
- No
- Yes

I am sure your suspicions are right [though dont know about the third question]
NetSol is a law unto itself and have the most frustratingly unethical & opportunistic business practices
this has been discussed several times here and elsewhere, and maybe you can write to domainnamebuyersguide.com [which has some minor impact on netsol as they forced netsol to change their agreement once]

ICANN has no formal policy on dropping expiring domains, so the registrars make their own rules.
File a formal complaint at icann.org and join your voice to thousands of others who really dislike this practice of holding domain names hostage forever.
If you contact the original domain name holder, they may actually be able to pay the "back dues" of the domain and then transfer it to you - if you are that interested.
