Who does 'no vat to pay' refer to?

Normally VAT isn't payable where the company annual turnover is less than the minimum threshold for VAT registration. Currently this is around £54,000

However some companies do 'VAT free' promotions whcih basically mean they reduce the price by 17.5% making the final price equivalant to VAT free. However the company still has to pay VAT to Customs for good sold under such promotions.
