are there any domain reseller programs out there that take paypal payments, have their own api that i can code around and that dont make you put a reserve fund in your account before you can register domains?

DirectI is probably your best bet. They don't take Paypal but they do take Visa/Mastercard.

DirectI does accept Paypal Payments. We use our paypal account to add funds in our Reseller account with them.

wildwest reseller program does accept paypal too and can offer API .
