Check out www.netspend.com, upon contacting their customercare service, they said their cards come with Account # and ABA Routing Number which can be added to paypal. However, this cannot be used to "VERIFY" a paypal account but can be used to withdraw funds from paypal to the Netspend Card.

Unfortunately, Netspend cards are available only to US Residents. I wrote to them and they said an SSN and ID is to be provided. But I did come across somebody who got her card without having to provide ID so depending on your location in the US where these cards are available, you could be lucky.

I would be glad to buy one of these cards from anyone who can get it for me for like $100 extra than what it originally costs but thats as long as the card is on my name and not anybody elses.

So what’s the point? In this case I'll stick with ikobo. It's still cheaper than paypal and has a 3x larger coverage than it.

how can withdraw to netspend card

the same as you can withdraw with ikobo's iKard. My question is: what are netsend's fees? Because they will be added to paypal's fees and they will have to be very very small in order to make netsend service worth using it.
