This is the best php/mysql tutorial I've found online (used it to learn myself)

You will also need a domain ($10 at registerfly.com), some web hosting with php/mysql, and a lot of time and dedicated.

Well All the suggested ones are great scripts but You can make your very own easyto update website using php includes etc and footer and header .

Yes as said above, the best method would be to use a CMS script, (content management system). This would allow for very easy updating of the website.

Go to OpenSourceCMS dot Com (I am not allowed to post links) and have a look there. Its a very nice site if you are looking for a good CMS.

Mambo CMS is great but very hard to navigate and control, specially, the menu

Yes, PHP Nuke sucks. I use postnuke and it doesn't get any better.
