Please help

no one can access the server but SSH is accessable

when I run top it shows

load average: 1.49, 1.60, 1.61

any idea ??

If X don't use on this box, then stop xfs:
service xfs stop

we don't use X on this server
I stop the service and the load became lower now

but why no one can access any site on the server ?

If the load is too high , accessing sites will be hard.

Try to change the /usr/local/apache name to apach2 , and update it from cpanel , it will recreate a new folder called apache and install a clean copy of apache, then restore a copy of your httpd.conf file then restart httpd.
