How exactly does a mirror work? Such as www2.blah.com?

Well, often it is just an exact copy of a site, on another server. WHT isn't set up this way, but that's another story. Load balancing and DNS round-robin, etc., can be used depending on what you are trying to achieve.

The mirror for WHT worked well for me about 18 hours ago, as it appears the Southern Cross Cable was playing up to Australia, and the forum was only 'dribbling' through.

Tried the mirror, and it worked well, although a perceived lag was there. It's a great backup.
