That depends on what you want them to have access to. If you give them access to siteadmin, then they can replace pages for the site, add/remove users from the cp, etc.

The reason I asked was that by default, the RaQ4 allows /siteadmin to enable Telnet access to any users they create. Not that good when you want to control the use of Telnet/SSH.

I foget which, but some of the default setups can be adjusted via the server admin page, or somewhere. Geeez, it hasn't been that long, but I've completely forgotten where and exactly what defaults can be adjusted.

Not to worry.

LOL... I thought a selling point of RaQ's was their ease of use, I find RH Linux servers + Apache + SSH much easier to manage!
Oh well.... what the customer wants, the customer gets!

If you don't want the siteadmin to have/give telnet access, turn telnet/shell off for the whole site.
