I have read some negative things about Cobalt RAQs for example that they have insufficient power, or are slow, and stuff like that. And that hosting companies built on them are bad. Is there truth to this?

insufficient power for doing what? Are they the most powerful servers you can buy? Nope.

What exactly is the question here? Cobalt RaQs are server appliances. They are generally pretty reliable overall.
