I would like to get russian CPanel.
I am newbie at the hosting business and I will appreciate if somebody will answer on such questions:

1. Can I get russian cpanel theme for free? :)
2. Can I create it myself? Basically is it just translated html files + language files or it's more? Almoust all professional software are easy to change locale - just edit language files/templates etc. Does CPanel's language files are encrypted in some way to protect from redistribute or easy translate?

You need to remember that cPanel isn't 100% language aware, only about 95%.
