I just change my new domain (certifydev.com) from name based to IP based since I want to use SSL for this domain. But it shows up with plesk default page instead of the one I have uploaded.

There could be multiple reasons for it.
One there might be another default page in the https directory. This is where the pages for SSL are stored.
If you get the snake oil page then the cert installation is not correct.
