How do u check if a potential client who opt to pay via Paypal is paypal verified? Also is Paypal verified a good way of checking for fraud?

Someone could steal a verified account.

Semi-related rant: When checking for fraud use your head and don't rely on a service to catch them. Sometimes you lose money but you have to deal with it and move on.
