Anyone know of a free host script or how it is done? I want to a frame to appear at the top, or a set of ads at the bottom, and the users cannot remove it.

Yes, but without the clients being able to take the ads off. Would i use .htaccess?

I am looking for something similar expect make it for free webhosting people.
