i want to know if its safe to still runing and using kernel version 2.4.22-1.2199.nptl .....

is that safe ?
or must i upgrade it !!

Depends upon your requirement. You can patch it and keep the existing one ;)

as said before you can patch it, but if you're going to go through that trouble, it wouldn't be much more just to upgrade it ;)
