it's for a site that matches webmasters with hosts & networks, rather than what TheAdstop.com does in matching webmasters with advertisers.

Webmasters will be able to register their sites, supply a few details like, url, name, name of site, unique visitors/month, pageviews/month, date site started, topic, objective/aim, number of staff on site, current hosting costs etc

Ad network hosts will be able to browse this listing like at the TheAdstop.com (http://theadstop.com/Compare/Compare.asp?!~~wZ02.0.0.0~~!xargs!=2399936)

Also what kind of legal/contractual stuff should i be considering ?

It depends on how a person charges you, per hour, or for the whole script. I for one, charge per script, and not per hour.

For such a script someone might take upto a week -10days and some almost a month.

For such a script we would charge approximately US$2000 and it would take 2 weeks to complete. Of course the amount depends on the amount of features you would need.

If you have a limited budget you might be able to find some programmers who will do it for let's say $500. But they are hard to find and often unreliable (that's my experience with the freelancers we have worked with).

If you are refering to the freelancers, about 75% of them did not complete it within the timeframe we agreed upon or their work was really awful.

But if you know the place where to find reliable freelancers, let me know! We are always looking for more!
