WhoisCart is nearly free at a one-time cost of $35.

WHMAutopilot, ClientExec, DRAMS, AgileBill, ModernBill - these are all commercial packages that operate on a one-time license or monthly leased license basis.

I have seen implementations of all of the above systems on merchants. I think a lot of time it comes down to your personal preference and which interface is the most intuitive for your specific needs and has the featuresets needed for your business.

Not always- paid for a forum once, and they went under. Current forum free and been around for some time- not going anywhere.
