UK spending in 1999-2000 is estimated to be £32825m/$45955m in total. I got this from the site at http://www.open.gov.uk, if you need more info go to the "D" link on the alphabetical index at the top and scroll down to "Department of Education and Employment". There's lots of PDF documents there.

Maybe with some digging, superbird... it's very likely many of the statistics will incorporate comparisons to the practices of other nations. Oftentimes this indirect approach will expose more information more quickly than trying to search out each discrete datum.
