This definitely looks weird to me.

Websites load fast. Any idea why the load shows that? :confused:

did you try to reboot ? . or is your server being updated?
because i never seen such high loads :(

even better what are your server specs?

cpu speed/ram etc..

That's a client's server.

XP 2400+ 1GB RAM.

Do you have rkhunter installed ?

Please have a detailed look on this issue as it's looks very odd to have these loads without processes shown in top consuming it.

Also please check these places for any scripts installed

/tmp
/var/tmp
/dev/shm
/usr/local/apache/proxy
/var/spool/mail
/var/spool/vbox

You need catch use process which eat resource (top and ps) and setup limits for it.
