I have a client who wishes to start their own FTP server, however they're finding CPanel extremely lacking in relation to assigning permissions and whatnot. They have SSH access and are running pro-ftpd. Is there any simple way in which they can create users, assign permissions to folders and whatnot?

Webmin has a very good admin utility for proftpd which will do exactly what you're asking for. www.webmin.com is the place you want. Alternatively get the docs for proftpd and do the configs manually.
