I received a statement from the PIR.Org group that has global responsibility regarding the "complete/incomplete date for .ORG registrants". If you are interested in the statement, I would be glad to email you a copy. Use "uvbc@hotmail.com" to contact me.
It is a little different that what is being broadcasted.
”Dear Registrars:
Public Interest Registry (PIR) has a requirement in the ICANN contracts to allow registrars to include full information for the registrant, administrative, technical and billing contacts. Because of differences between the technical specifications for EPP as opposed to the ICANN contract requirements, ICANN allowed registrars until 31 October 2004 to finish insuring that all domain records affected by the conversion of RRP to EPP, thin to thick registry data, had complete information furnished to the registry. PIR has been diligently working with registrars who had not completed this effort in order to meet this timeframe. Effective 1 November 2004, in consultation with ICANN staff, PIR will direct any inquiries about incomplete or inaccurate registrar Whois data to the ICANN InterNIC web site, found at http://wdprs.internic.net/, and no domain records will be put on hold nor deleted if they have not had the telephone number updated.
Regards,
Public Interest Registry”
