Where is the best place to find a good programer for projects?

Finding programmers for your specific project isn't very hard at all, actually. As a programmer myself, I would recommend you do the following:
Find a company that you feel is capable of working on your project (one that programs on your desired platform, can interface with the technologies you wish to use, etc.)
Speak to this company regarding your project and make sure they have a good feel of exactly what you need done, and make sure they talk intelligently about their solution.
Ask for references you can contact regarding their work.
Ask for links to projects they've completed, which will give you an idea of their quality of work.
Or just go to WHT's forums and ask?

Find some software that is well coded that matches what you need. Then find programmer who wrote that software. Better search for software that matches your project so you'll be sure that programmer has good experience in doing what you want him to do. If you are lucky that programmer might be available for work.
