If you are a host, looking for one, I can't help you. :(

But if you are a customer looking for one, I still can't help you. But I can show you a company which does have a control panel for windows. :)

Communitech has received a bad reputation over the last year for dumping successful clients, etc. Although I must say their control panels are fantastic. So you might want to give them a try.

You'll tend to find that the majority of NT hosts' CPs are done in-house or the server is managed using PCAnywhere..
